The 1603 grant has been both a lifesaver and a game changer for the renewable energy sector. However, section 1603 is likely going the way of the dodo after 2011 unless construction has begun on a project before then. Therefore, it is imperative that developers and others understand how to meet the alternative tests for beginning construction.
